从8月1日开始海关将停止使用现有的报关系统（QP系统），改用全新的“单一窗口”系统，原报关单、报检单分别申报将变成按照新版报关单版式一次申报。其中，企业海关代码和检验检疫代码均为必填，这就意味着，即使海关没有强制要求双资质，但是出运作为报关的发货人，必须要有两项资质。
