美国财政部长姆努钦在当地时间9月14日解释了这项方案，他表示，甲骨文将在美国境内扮演TikTok“可信赖的技术合作伙伴”来存储和保护数据，而与此同时，TikTok将继续把美国作为总部，并为美国创造20000个工作岗位。

值得注意的是，该方案可类比苹果在 与云上贵州的合作关系，是将甲骨文作为数据合规伙伴，并不涉及特朗普此前提到的要求TikTok完全出售，也不涉及TikTok的核心算法技术的转让。

随后，甲骨文也发布公告证实了这项方案，但目前尚不清楚此举是否会得到白宫的认可。

对此，姆努钦表示，美国政府计划本周对该交易进行审查，这笔交易的截止日期将会在9月20日。
